At $35 / pair can anyone tell me if these puppies are worth while? I've not heard them, but obviously the surrounds need replacing

Well would you want to look at them in your house? Will they fit nicely with your decor? Do they have covers? What im thinking is that even if they do sounds good, do you want them trashing up your house? ( I know I sound snobby ).
for 70-120 bucks you could get your hands on some Polk Monitors. they sound nice and look nice.B&W CM9Classé Sigma -

I didn't have a tapre measure, but the cabs are good size. I guess they're 12 inchers. Also, there are covers, laying off in the corner. I should've examined them more closely

Herald Electronics was a brand of raw drivers that I recall being sold by mail-order outfits in the 1970's (e.g., Zalytron and Stereo Discounters). I don't know if they were rebranded drivers from a "major manufacturer", or offshore drivers with a US brand name, or a legitimate driver manufacturer. I've never knowingly seen one 'in the flesh'.
You might want to try the vintage forum at AA, or James Melhuish's Full-Range Driver forum.
Check the driver baskets for an EIA manufacturer code. This is meant to be a positive ID for the "real" manufacturer of a component. There's lists of EIA codes for speakers at:

I find those oddly attractive and quite intriguing. I would only prefer they be mirrors of each other but beggars can't be choosers. I'd really like to hear your thoughts after a good listen, and rebuild of course.Too much **** to list....
