I can't find much info on the preamp. It's not listed on Arcam's discontinued product list. Was this sold only outside of the USA? Also, does it have HT bypass?

I had the same problem before I bought it. I contacted Arcam support and they emailed a copy of the owner's manual in pdf format to me. I can send it to you if you like. Is your username your email address? -

Not sure there has ever been a "sub par" Arcam made.
If there has, I have never read anything about one.
I would be willing to bet, especially for the money he is asking, this would be a no brainer for anyone looking for a pre.
