Which means it is effectively a what ohm speaker?

Does that mean it is an 8 ohm speaker?

No, he's just measuring dc resistance. Ohms vary with frequency so the best you can do is get a median reading. A 4 ohm speaker is not 4 ohms all the time, it varies with the frequency of the signal played through it.

H9, so the sl2000 in my 1B's are 4ohms then since the speakers are 4ohms correct?

No, not necessarily. The nominal impedance of the entire system is 4 ohms. Why do you need to know?

    Not for any particular reason
I just like to learn as much as I can about something I own, thats why I come here for answers when I do not know something.
Especially when I am going to take my 1B's apart some time in the near future, once I finish redoing my monitor 7's so that I will at least have something to listen to when my 1B's are down

Dump the SL2000s, replace one (the 4.4uF) capacitor in each HF crossover board with a 5.8uF, and then install SL3000/RD0-198 tweeters.
