I was wondering can or how do i hook up my sound card to my speakers... i have been trying to research it but the more i read the more confused i get

K it looks like im gonna go with an amp... but since im new to this i dont know how many watts im going to need for 2 pol audio monitor 30.. any suggestions

Watts are over rated.
You're going to use the analog out of your sound card, correct(RCA's)?
