If it was sent to the wrong address, or is under review.

Why don't you call PayPal and find out for sure? We can guess all day and you still won't have an answer.

Sort of off-topic, but has anyone reached their $10k limit yet? I'm almost there and have either the option of getting a Paypal CC, linking a bank account (yeah right), or just creating another account. It took my many years to get this far so I think I will just go with option 3.

Linking to a bank account makes your verified-and they pay you a few pennies during the process. I got 7 cents when my account was verified with paypal. You could create another account, but it was be kind of fraudulent....
If you do not use PayPal that often, I would not worry about it. There is always Western Union, Money Order or....hey, hard wiring is always fun and safe, right?
Really your choice. Easiest is to just add your bank account, or link a bank account without any money or with minimal use.

I think it's what was already mentioned - misspelled e-mail address. Once some guy misspelled his e-mail address for me - as the result took me like 2 or 3 weeks to get the money back, as there was an account associated with misspelled address, but that guy never used it.
