Time to buy a new tower computer and need to get it cheap. Not into gaming or much at all that requires a great amount of power. The usual. Office programs. YouTube. Etc....

I've gone to places like Best Buy, Walmart, Office Depot, etc... and scan the area for clearance/open box items. If you're patient and check a few places out, you'll likely stumble upon a good buy.

Weak point will be the CPU, which is normally something you would see in a netbook. But for the price hard to complain. If you've got an extra $100 to spend, I'd go for this Lenovo instead:

Look at Dell Outlet, as they usually have some very good deals there. I'd stick to their business models though (Vostro, Optiplex, Precision).

Quad-core/1TB not really necessary for the OP's intentions. Also as someone who has sold and supported all three brands, I would definitely rate Lenovo above HP or Dell. The market seems to be catching on as well, as Lenovo surpassed Dell as the number two PC maker last fall. HP is still number one, but at Lenovo's rate of growth they could definitely catch them.

I wouldn't limit a new computer purchase to just web browsing and email. I would suggest splurging the extra coin in case the OP decides to put the PC to other tasks, which would benefit from having a quad core rig, more RAM etc. Something in the 400-600 range should be good and plenty.Shoot the jumper.....................BALLIN.............!!!!!

OP asked for a simple machine on a budget, not a media/gaming machine. Regardless, the Lenovo from Staples I linked to above is a quad-core and it has 6GB RAM.
