Comcast Remote Set-up for Sound & power on with Westinghouse TV

Just bought a Westinghouse tv and have Comcast with a SurroundBar 3000.
Where I am at now:
What I am trying to do:
I'm sure this has been answered a thousand times, but I am not finding it.
Any advice?

Where I am at now:
1. Have a Comcast universal remote
2. Have turned the tv speakers off
3. Soundbar works
4. Somehow have set up Comcast remote to shut off tv and SurroundBar.
5. Comcast remote can turn tv on, but cannot turn SourroundBar on.
6. When I try to set Comcast remote to control sound through the "learn" button, the "TV Speakers Have Been Turned Off" message appears on my tv screen.

1. Have it so when I hit the power button on the Comcast remote, the tv and SurroundBar both turn on (like they both turn off)
2. Be able to control the SurroundBar volume through my Comcast remote.

If your TV is equipped with HDMI ARC any remote that controls the TV will control the soundbar. If you don't have that then only the Polk remote will control the soundbar.
