Im currently running a Onkyo Ht-RC 370 reciever. I'm not using it to power any speakers as I have a amplifier for that.
What are some good per amps out there? And would they make a difference in sound for a 5.1/7.1 setup compared to the Onkyo ?

Don't know your price range, but here's a good one. I owned a Ref 10 and really liked it.

In my case absolutely. When I bought my power amp the guy gave me a Carver C-1 for a deal I couldn't pass up. I didnt want it in the first place but after hearing it I couldn't live with out it. Even with all the settings baselined the difference over my Pionner Elite Vsx-32 was night and day. Even my wife noticed it. Plus the added bonus of Sonic Holography in 2 channel and HT is pretty awesome.
I have my Bluray/CD player go to my Elite via HDMI then I have the pre's running to the Preamp, then to the Power amp.
