Soundproof windows or treatments?

The whole reason for me living in the sticks, was for peace and quiet. Well, in recent weeks, the siren activity has increased, and I'm hearing dogs barking.
I could go with triple pane windows, but I'm more concerned with soundproofing, then energy savings.
I've seen 'soundproof treatments', basically, they look like storm windows, that you mount inside, not outside, but those look a little sketchy:confused:
Obviously I'm looking for the best bang for the buck. But, IF it's going to cost $600 per window, I'll spend it:sad:

    I saw what you are talking about several years ago, pretty impressive demo with a boom box placed inside a sealed "wall", with first a older double pane window, then a lock seal plexiglass. What I would caution is how much the walls actually leak sound. My last home was new construction with vinyl siding instead of clapboard, the amount of noise that seeped thru was amazing in comparison to my current place.
