construction of the sl200 tweet

I have just a general question on the SL2000 tweets, that black mass in the middle, from what i can tell it is a felt pad on the inside of the dome? is this correct? and when these some times fail is it because the felt pad shifts and slides down? , this is on the inside of the dome, not a pad on the outside? wondering if i am on the right track?
There is no cure....

    yes there is felt behind the dome. Felt slipping would not fail the tweeter if the felt slipped it may be that the pole piece glue has failed and pinched the voice coil.
