I haven't heard that Klipsch in particular but reviews suggest that it chuffs and makes some port noise when pushed, and some claim it's not much better than the lower priced Klispsch Sub 12? I suspect that the Polk sub is more 'controlled' there and worth the extra 49 dollars. YMMV.
It would be "Best" if you could actually hear both models. I have heard the Polk and I like it fine. I've also heard the Sub 12 and it can bang out HT LFEs but is slow and muddy on music. That said, I run neither. I have a BA 12" 300 watt/600 watt peak sub that weighs (48 lbs) about the same as these and is OK. It does what it has to on LFEs and is passable for music, but I would give the nod to the Polk sub for music there. However, I don't really use my HT much to listen to music so no real need to upgrade "anything" there.
I've never really been able to "understand" the need to "upgrade" HTs much? They do what they do. Get "decent" speakers, a $1000+ AVR, 500 dollar sub and call it a day. Spend the REAL money for REAL sound, i.e., two channel systems!

Here is my situation:
The basement dimensions are about 22'x27'x7'ceiling.
The HT will be in the corner of the basement.
The components I have are:
Pre- Anthem AVM20
Amps- Anthem MCA20(fronts) & Parasound HCA 1205A(center & surrounds)
Speakers:RTI12(fronts), CS400i(center), RTI4 x 4(surrounds)
I want to spend under $800 for a sub/subs but It's going to be hard to push some air in such a large room.
The system is going to be used for music and HT.

I have owned both this subwoofer and the sub 12 and I really didnt care for either. What are you using it for home theather or music? I also had a VTF-1 from HSU and it killed both klipsch subwoofers and was rated at less power. consider Checking out the used market instead of newegg.

Forgot to add I also found both of these klipsch subwoofers incredibly muddy and slow as well when playing music. Its an OK HT subwoofer but there is much better for the money. They both have a tremendous amount of terbulance sound from them as well.

You could always buy another amplifer for the full range on the RTI 12's and use the mca20 for just the lows. I also had rti 12s and they were plenty for even as large of a room as yours when properly powered.
