Maybe I need to fix not replace

I have a set of vintage polk 7A with, it turns out, the peerless tweeter. I was thinking of replacing them with something new but from what I have read unless I spend ridiculous amounts of money it may well be a downgrade. I am running a Cambridge Audio amp, Onkyo tuner and Onlyo CD player. This is used strictly for music, mostly Blues and classical. The reason I was looking to change was the loss of clarity at low volume. I am not an audiophile so please excuse if I use the wrong terms. My speakers sounded great when I was playing the stereo volume at a 3 out of 10 but when I dropped the volume below that I lost the clarity of the sound. For me that means that at 3 I can hear the individual notes of both the lead guitar and the bass. At 2 I lose the bass notes, there is still bass sound, and the lead guitar becomes mushy. Most of my listening is at the low volume, (two small kids and a wife that works in her office at nights). For the wiring, I have a set of braided wires that I picked up in 1977 when I bought the speakers. It seems to me there was a set of little black boxes between the wires and the speakers but they have disappeared over the years. There used to be fuses of some sort on theback of the speakers but they have been replaced with 1/4" steel rod.
I can hear some of you cringing from here but now I would like to fix it if I can or find out if I need to spend on a new set of speakers.
