Help finding free program to stretch/skew pictures

Is there a free (or common program on your typical PC) to skew pictures?

What I'm trying to do is take a number, italicize it, then make the number slowly decrease in size.

Basically, I want to take an un-italicized font and make it fit in this box, following the lines of the box:
numberr.jpg

I tried to do it in paint, but couldn't figure out how...if there's a way to do it...I'm all ears!

    p.s. this is an easy thing to do in photoshop

    yes. I couldnt figure out how to do it? I can angle the picture, but I cant make it go from large to small.
