Swivel Mount Tweeter

Hi all. I'm getting ready to put in a set of Polk DXi650's this afternoon and could use some help. The specs say "swivel mount tweeter allows precise aiming of sound" but looking at them I have no clue how to "swivel" them.

Can someone please help me out in the next hour or two?
