I get this errors.
No package 'glib-2.0' found
No package 'atk' found
No package 'pango' found
No package 'cairo' found
No package 'cairo-gobject' found
No package 'gdk-pixbuf-2.0' found
I have installed these.

But these programs where ./configure to there own cd. I got errors, So I took the 4 cd programs and moved them under the "Gtk+-3.0.0 and still get the errors. What I'm I doing wrong?

What version are you running? And are you using the package manager? It should find the dependencies for you and install them.Gallo Ref 3.1 : Bryston 4b SST : Musical fidelity CD Pre : VPI HW-19

I'm going to do a soup-to-nuts answer, since I don't know your level of expertise.
If you want GTK+_3.x you almost certainly should start by going to Ubuntu 11.04 (which is likely why unc2701 asked what version you were running) and then ensuring the relevant Ubuntu packages (currently 3.1.6-0ubuntu4) are installed which will ensure that dependencies are met.
https://launchpad.net/ubuntu/+source/gtk+3.0
Since most of the existing Ubuntu programs aren't built against this very latest GTK, you may also want libgtk-3-dev installed so that you can rebuild programs from source.
For more info on rebuilding from source, see:

I'm running Ubuntu 11.04, does this already have GTK program?

Since Ubuntu defaults to the Gnome desktop, and since Gnome depends on GTK, I'm pretty sure it does
Also, sudo aptitude install build-dep will get you a build environment that takes care of most things you need to compile packages with, though on Ubuntu, I don't know why you're compiling yourself. Nearly anything you could want is already built and just an aptitude install away.Turntable: Empire 208

I'm trying to get WireShark to work on this computer, I been getting this error "There are no interfaces on which the capture can be done." So started thinking something is missing. I removed the directories under "home" and not sure why I was doing ./configure either, but maybe software I thought I needed.

Applications-> Ubuntu software center-> search for wireshark-> click install.
...Assuming that you haven't broken anything else, it should find all the dependencies and install those too.
With Ubuntu, I've found that usually works best to trust it to do it's thing , rather than going straight to the nuts& bolts.Gallo Ref 3.1 : Bryston 4b SST : Musical fidelity CD Pre : VPI HW-19

I didn't have an issue installing it, I had an issue selecting eth0 since it wasn't there. I found something googling and edited the Edit Menu of Wireshark adding gksu wireshark in its command line.
Works fine now, I like Ubuntu and fine it very stable but I find it not the easiest to work with at times.

Look, you're making this harder than it needs to be. Ubuntu is about the easiest distro there is to use, if you don't go skying off trying to build your own binaries from source or other stuff. Wireshark is already part of the repository, and running either sudo aptitude install wireshark or using one of the gui package management utilities will get it installed. And doing it that way will also add the proper menu entries so that you can launch it as root from the menu.
At this point, you should really go read the ubuntu getting started guide, as well as taking these questions to the ubuntu forums. That's what they're there for.Turntable: Empire 208

If it was easy then any program would work when its installed. I shouldn't have to play with it, some programs work out of the box... while others don't.

Just wondering, because there's not much that I've found that didn't work out of the box. Wireshark is one such example.Turntable: Empire 208
