Audio too loud at start up

I just installed a Surroundbar 3000. I've been able to install and program it so my HD Cable remote controls the volume controls, but no matter what I do, when I turn the TV off and turn it on again, it blasts out way too much sound. How do I get it to keep the last volume it was set to? I turned down the tV speakers as instructed as much as I could.
