The FR graphs on the SVS site aren't max output. They measure subs quasi-anechoic (2M outdoors). Ed Mullen (Doc Spec) does some testing in his 2000 cube room during product development, but it's not where the subs are measured, but where he decides the final tweaks in the finished product occur. The Hsu room size recommendations are a totally different animal. It's just a recommendation to give buyers and idea of how much sub they need...and 6000 cube is exceedingly generous. As far as output, the VTF 3.3 and the PB12NSD are competitive. The VTF 15 and the Plus DSP are fairly close, with a big advantage below 30hz for the SVS. The ULS15 and the SB13+ are close. The Ultra/Sledge has a 3-5db advantage over the Plus DSP, the U13 BASH has a 2-3db advantage. So yes, the Ultra has lots more output.

well, for starters you should figure out your room etc and what you would need to fill it. IE is your room 6K cubic sq ft or what are you dealing with?

I've talked to SVS before about my own needs. I wasn't even recommended to use the PB 13 but the instead the smaller brother 12 as my room was a 18X20 or so with open back to a kitchen and the other side a hall way. I listen to movies but don't try and push anything super loud and they said in all honesty that if I got the 13 it probably wouldn't get put to its full use.

So, with all that you need to take into consideration what you are doing. Also are you just doing it for HT or are you also doing music etc with it?

There are lots of possible solutions that will get you great bass. The Ultra is a great sub, groundbreaking 3 years ago, and still among the top commercial subs comparable, but not apples to apples, with the Fathom, Submersive, Danley subs, Captivators in the> $2000 range. That said, there are lesser subs, that paired, will get you equal or greater output and excellent sound quality with some tradeoffs in deep extention.

    A pair of Empires
    A pair of Hsu VTF15s
    A pair of Rythmik HP15s

If you don't mind very large...(early revs are pretty rough visually)
    A CHT 18.2 or 18.1VS
    A pair of CHT CS18.1Ts

All of these will get you more output than a single Ultra and are cheaper. Sound quality is subjective, but all reports suggest none of the above are lacking.
