Power conditioner

Ok so ever scince i got the sub i got it conected to this cheap power surge and every time i cut the lights of in the room and im listening to music or games or movies the sub sounds like it clips?! some type of shortage?! i was thinking maybe if i get the panamax 5400 it would help?! what do you experts think?!

You're probably overdriving the sub into clipping. You either need more subwoofers or a better sub.

Eric is your sub plugged into the same circuit as any other things that are on it like lights or other electronics? You could be stressing that circuit with too many things on it which raises the noise floor and can introduce noise and other transients. Multiple dedicated circuits should be used for a HT.
A SurgeX surge protector is a pro audio surge protector used by professional recording studios to improve the sound and lower the noise floor and offer superior surge protection. Look into them. -
What size is your room? Not just your room, but the entire space you're trying to fill. Are you sitting in a null? Is your LP in the middle of the room?
Once you've tried addressing the issues of positioning your sub and whatnot properly first, then you can start worrying about power conditioning and surge protection.
The most probable issue most people face is that they're taxing the sub more than they think even though it's at low volumes. What volume is the sub set at?
Sure multiple dedicated circuits should be used, but not all of us have that luxury. The easiest thing to do is just plug it into a wall and see if that makes a revolutionary difference.2Ch Tube Audio Convert -

yes it still clips if anything louder with out the surge protector! and my room is fairly small around 12Wx14Lx8H and might be moving into a smaller room! =[...........and the level of the sub on the reciver is set at 8 and the volume of the sub is at around 12o clokRoom Theater:
