wondering if this is a Receiver problem???

So I made the mistake of going cheap on the receiver.... really cheap Onkyo tx-sr308 $200 no tax + free shipping.

I have had it for 2 months now, Sounded great at first now I am starting to have regrets.

If I pause any source iPod, Blu Ray or even at a quiet point between commercials on normal cable I can turn the volume up and pick up heavy static, It comes out of all 3 of my speakers 2 monitor 30s and a cs1. I have tried rearranging wires using different HDMI cables, new speaker wire. disconnecting things different inputs and got the static down some... Would a power conditioner help, I just have it all plugged into a Surge Protector for now.

My most recent problem is certain Blu Ray movies will give a high frequency pitch during dialogue and only during dialogue. The Departed was especially bad. I was going to switch out my center to see if it was a problem but instead i just changed listening modes. I can get it to come out of whatever speaker is playing the dialogue. I am wondering if it is my 25 year young ears picking it up. Think mosquito hearing test.
I find it to mostly be on movies with DTS-HD and Dolby TrueHD available, both codecs are supported by my Onkyo. I haven't called Onkyo support because I go to work at 7 and get home after 5 normally during their call center hours.

I am willing to blame my receiver, but any input on other things to try would be great. Also is there a possibility some other electronic in the house could be causing this?

    Try disconnecting the TV/sat cable.

    Digital is where TV/Sat signals introduce noise. So you have tried disconnecting all the cables and hooking them up one by one? Also on the receiver do you have a 3 pronged plug? If so do you have a cheater that converts a 3 prong to a 2 prong plug?

    Yeah that is also what I was wondering about the 3rd prong for the power to the receiver, why isn't that standard for all electronics? I am gonna just double check the antenna thing here and make sure it isn't caused by that Then probably tear it all down and rebuild piece by piece seeing if there is a problem. Thanks Ben

    Disconnected the antenna, still getting high pitch... that is my main concern/headache

    so I went down to just the blu ray playing audio to the receiver, with the speakers hooked up, tv hdmi wasnt connected. still got high pitch noise coming in and out in all listening modes wherever dialogue is coming out. Also if anyone can help me find the a/v sync on an onkyo menu that'd be nice because hdmi lip sync on doesn't always work the best on this model. It says there is an a/v sync setting but I haven't found it and the directions don't help because it is not adjustable in that menu.
