New HT

Time to build a dedicated room for HT. I have framed a 15 by 22 room in the basement and am putting down the subfloor. I have access the breaker box and plan on running new circuits. I will use 14g wire so I can run 20a if needed.
I can do all of the work myself. I have added additions, wired my woodworking shop, built decks, etc. I have a EE degree from the early 80's, but I have not worked with anything analog in a long time.
I would like to replace the AVR, add amplifiers, maybe pre-amp. I missed a B&K on Audiogon, but I am watching there and here. I am new to this, but have been watching for Adcom, B&K, Nad, Rotel.
my budget is about 4K. It needs to cover the new electronics, interconnects, power conditioning, and sound dampening.
Do I want/need to run bi-amp to the RTi 12s?
How much power do I really need per channel?
Do I want/need a pre-amp?
What are recommended interconnects? Do I want to use XLR?
How do I figure out what dampening I need? I have looked online, but cannot make sense out of it.
Anyone have anything they want to upgrade? I can buy your old stuff.
Thanks,

Greetings and welcome to CP.
Sounds like a fun project!
I'd run a 20amp circuit and be done with it.
No - you probably don't need to bi-amp your RTi12s (look for the on-going thread about bi-amping).
Your power needs will depend on how loud you like to listen, distance from your speakers to your listening spot, etc.
The electronics you've listed are certainly good ones - and keeping an eye on audigon for a good deal is probably what I would do, too.
Do you plan for your HT to double for 2-channel listening? If not, you probably don't need a preamp, but instead a nice pre/pro and multi-channel amplification.
Lot's of choices for interconnects - as for XLR - typically the choice is if you are running long distances from your sources or pre/pro to your amp. If all of your equipment is colocated - probably don't need XLR.
Room treatments are often overlooked and not accounted for in an HT budget - good for you that you are considering it. I'm sure others will chime in on some references and info for you to look at.
Are you looking for specific electronic configurations with brands and models? Always fun to spend someone else's money!
