Trying to make long story short...one driver was not working. Pulled and tested all drivers and tweeter. Connected each directly to a receiver at low volume. All 3 speakers play fine. Ordered new crossover reconnected everything, same bad result. One driver still playing. I swapped driver and still no sound. Could I have received a bad crossover from polk? How does one check everything (x-over, speakers etc) using a multimeter? Please be specific. Thanks and happy thanksgiving!

    happy thanksgiving.

with the multimeter you could verify that all connections
are good ie. not open or shorted

perhaps a bad internal wire or connector ?

i would be surprise if the Xover is bad but
you could check each component is good

is there any protection fuses or protective device /breaker in a 400 ?
I'm not familiar enough with the model

a schematic to aid tracing would be very helpful in diagnostics.
if this is new to you keep a notepad of what you checked and done
    and keep cool....
