Newcastle RX770 on the blink

A friend of mine has a Newcastle RX-770 receiver that he believes may have taken a power spike. When he turns it on it appears to power up then shuts off. It does this even with everything disconnected but the power cord.

It sat for a month and he opened it up, checked the fuses which were good and he tried to power it on. It came on and stayed on. When he tried it again, it would come on and shut off again.

It is actually a pretty nice receiver and he would obviously like to get it working again. Any ideas what could be wrong?
