Try using a signal booster before the split.

ive tried in line and the antenna i have is powered

Anything that worked for old school antennas will work for the 'digital' antennas too. There isn't anything special about digital antennas. It's the digital tuners that cut out all the 'snow' from a picture until they get down to a very weak signal, at which point they'll just be unable to tune in any picture at all.
So, bigger is better, higher mounting is better. Old school rooftop antennas work great. -
would you believe it lol i tried one of those cable guy things both ways and nada!

ok now ive tried it both ways.... thanks man.

Ah, but did you try it the right way?
It does work, so something isn't right on your end.
Can you explain how you made your connections and how you have your TV system connected?
close enough that i undertand it haha. powered digital antenna, 3 ft jump to a 5-900. 40 ft to the basement. 3 rooms first floor 1 room 2nd floor. my fatherin law did most of it and it is a double line so im guessing the second is split in the attic. -
honestly it was the wrong type and not even a slpitter. i had a 9-500 4 way. the wife will be happy!

you dont also know by chance the lengths for the legs of a two wire fm antenna do you?

I have my rooftop antenna split 6-ways, and then have some of those outputs split again and I still have more than enough strength for any of my digital tuners and/or FM tuners. When you said OTA antenna, did you mean a rooftop or are you using some indoor dealio? The key is to get it outside where you can really get a signal. Then, use a mast mounted pre-amp to overcome cable and splitter loss.
I have an 8-bay Channelmaster and one of their top preamps. Been working flawlessly for Digital TV and FM for 6 years now.
