Budget? Room size? What are your main speakers?

    Music? Movies? Both?

You are correct - it is tuned to 22 Hz.

The 25-31PCi can be purchased with a 22 Hz port tune at no extra charge. This model is often referred to as the 22-31PCi, although an official model number designation does not exist for this subwoofer.

At any rate, the PB1-ISD would be a virtual performance clone of a 22-31PCi. It has the same amp, same driver, and same port tune - it's just in a big box instead of a tube.

Will it dig into the teens? Yes, but not with quite the authority that a larger enclosure would, obviously. The anechoic tune is 22 Hz, and typical room gain will add a few Hz of extension to that number. I think Tom V measured a strong in-room response down to about 19 Hz. That's deep enough for 99% of all source material out there.

If you want to capture the remaining 1% of subsonic stuff floating around on a few DVDs, look at a 20-39 or even a 16-46 size enclosure.

I have the 20-39pci and it is all that great. If you search through old threads, Dr. Spec (and others) have posted great technical reference material for why they are awesome subs, but when it comes down to it they just kick major butt (they dig deep, sheer output, and musical). I went through the 350 and 650 Polk subs before settling on the SVS, and it was a new experience. And it's great for music. For me the 650 was great for music but fell short in output for home theater. Like Polks, the bang for the buck factor is very high. Well, astronomical for SVS... I got it at last year's summer sale and still feel like I stole it... can't recommend them highly enough.
