Proper Positioning of Damping Material in Monitor7B

I recently purchased a pair of Monitor 7B speakers. When I removed the MW for adding JB Weld around the magnets, I noticed the damping material was rolled up and stuffed behind the tweeters in both speakers. This does not seem right to me. Can anyone please confirm how the material should be installed? Thanks in advance.

It should definitely be behind the MW as well, in a loose roll. That's the way mine were and I'm the original owner. Here's what mine looks like with a 6" x 6" square of BlackHole5 behind the MW:
