Gunk in peerless hole?

I have a pair of 7Bs that I will be working on soon. The Peerless tweeters have a lot of oxidation on them, in addition it appears the hole in the tweeter also has gunk in it. Is this normal? If not, any way to clear this stuff out?

    The white stuff? That's a felt absorption pad on the pole piece, to reduce the backwave reflections.
