Some of my favorite headphones, and they pop up now and then for 20 bucks.

    Why are $200 headphones $18?

Because the MSRP on those are due simply because Velodyne stamped their logo on a cheap range of headphones, using their reputation as a higher end maker. They are a good buy at the 80-90% discount pricing, but they have high levels of failure on their Bluetooth models and poor performance with lots of saturation and distortion in the wireless models amps. The wired models perform better, to be fair. Polk had similar issues with their gaming headsets not being compatible when they rolled them out a few years ago. Headphones are a very personal purchase as fit and performance are so important to the happiness of the user.

Budget headphones that actually perform well are rare, as they need to take a beating and when you build them sturdy enough to hold up well, they get knocked for being too bulky or heavy.

Hmm, their reputation must not mean much to them.

Companies do strange things during economic downturns to expand possible sales niches that they would never do during good times. Simply knocking 90% off from a current product line is a telling sign that they don't have much in those items and that the retail price is highly inflated. Can you imagine brand new $60,000 Chevy Tahoes on sale for $5400?
