What's the black stuff on my tube rectifier?

I have the Dared SL-2000A tube pre-amp which utilizes a tube rectifier as well. The Dared comes with the stock Chinese tubes and the tube rectifier that came with mine has some black char or something on the inside of it.
Any ideas what that is? Is there any negative effect?

    It's called Getter flash... when they make the tube they ignite the getter to get rid of the gas left in the tube envelope.. it causes a flash on the glass and its normal

    you will notice the smaller signal tubes have the flash on top where the getter is..
