Powered monitor issue - flutter

One of my Fostex powered monitors has developed a very low amplitude 'flutter/motor boat' sound. I've switched the power to a different surge protector. It isn't coming from the input because it still does it without it connected. Built-in amp issue obviously? Going to get worse? Should I start looking for new ones I wonder?
2 channel - Parasound A21 amp, PS Audio PWD MKII w/bridge II, Tom Tutay modded EE Minimax pre, Martin Logan Electromotion ESL speakers, Kimber 4TC, Gabriel Gold Reflection V2 IC's, VH Audio Flavor 2 and 4 and Pangea AC14XL power cords
HT - Anthem MRX310 AVR, LG 60" plasma, Oppo 103D blu-ray, DTV HD receiver, SB Touch, 5 x Polk RC85i in-wall speakers
Computer - Windows 7/JRiver, M2Tech HiFace 2 w/external battery power, Grant Fidelity TubeDac 11, Fostex PMO.4n monitors

    Sounds like a jbl sub i have. Wont improve by itself more than likely.
